    the horn sounds

    "Horn" can be interpreted in many ways, and in this kind of surfing, what kind of horn is it? A musical instrument like one or a small traiditional Indian one?

    It's neither of those. Horn players don't often take their instruments to the beach.

    Like a foghorn, it's 'A device for producing a warning or signalling noise' (Collins Dictionary).

    The lifeguard or coastguard will sound it as an alarm when sea conditions become dangerous to swimmers or surfers.
