    twice he stole

    1-He stole a diamond twice.
    Would you assume that it was the same diamond?

    2-He fought with a bear on three occasions.

    Would you assume that it was the same bear?

    3-He read a book five times.
    Would you assume that it was the same book?

    The simple fact that the normal way of explaining that he arrested three different men would be "He arrested three men" means that the sentence you have quoted is unnatural and ambiguous. It should only be used if it was the same man and, even then, we would actually say "He arrested the same man three times".
    Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.
