    Hello again!

    I have attached a few documents and I will be able to follow up with job specifications tomorrow or on Wednesday.

    Does the part in bold type mean "I will be able to finally prepare job specifications"?

    No. It simply means you will be in a position to send/forward/attach the job specifications tomorrow or Wednesday. You might have already prepared them but for some reason, right now, you can't attach them along with the other documents.
    Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.
