    Why would they do that

    Does this "would" along with the second shortened "would" mean a surprise or disbelief in the present perspective or a past habitual action?
    It's confusing, but I think it's the former. If it's a past surprise, why didn't he or she say "Why wouldn't they have done that"?

    20)W:Look at these paintings from ancient Greece. They show people competing in the first Olympics.
    M: They're really cool. But none of them seem to be wearing clothes.
    W:That's right. That's how they competed back then.
    M:Really? Why would they do that? It seems like they'd be embarassed.
    W:Well, the Greeks really admired the human body. It inspired a lot of their art.

    As you suggested it indicates surprise or disbelief at the past actions of others.
