    Use of "-ing" form

    Here's the sentence:
    First, the ruling, the judge this afternoon allowing attorneys for George Zimmerman to introduce evidence that Trayvon Martin had THC in his system, that's the active ingredient in marijuana, the night he died.

    I don't understand how the "-ing" form of allow is used here. Is it ok to add "is" before "allowing"? Thank you!

    That's not a proper sentence. It's not right even before you get to 'allowing'. I assume that it was spoken - that could make some sense depending on phrasing. No, you can't add 'is'. If my suspicion is correct, it's being reported that the judge did allow attorneys ...
