    motivation / incentives

    Are the sentences below correct and natural? Thank you.

    1. The government should provide motivation to increase/raise the birthrate in Taiwan.
    2. The government should provide incentives to increase/raise the birthrate in Taiwan.

    Purely from the point of view of grammar, they are both correct and natural. But how a government could provide motivation is far from clear to me. Incentives are rewards that government can certainly provide. Motivation, on the other hand, comes from within a person. It is motivation that makes a person want to be a doctor, an artist, rich, a teacher, or whatever a person can aspire to be.
