It is me again.

I think that "consist in" meaning "describing how something is done" partly overlaps "consist of".

Painting consists of/in applying a layer of paint onto a surface = Painting is about /means applying a layer of paint onto a surface.

Yes, there can be overlap when the ending is the only one or most important part.
