    Why does Helen complain since she is sure to get the pay due to her ?

    Is 'Why does Helen complain since she is sure to get the pay due to her ?' the same as 'Why does Helen complain since she is sure to get the pay (that is) due to her ?' ?
    Why 'that is' is left out?

    Yes. Some adjectives such as 'due' can be postpositive (that is, they can follow, rather than precede, their referent). Postpositive use is obligatory when they are complemented by a prepositional phrase (here 'to her').
