    Is this "started" acceptable here? Does it mean a finished action as a past participle?

    Yes, it is a finished action. They started the award in 1991. The "starting" is finished.

    The "first" is not logically necessary, unless they had a hiatus and a second start.

    If you said "starting in 1991", does it sound awkward? Does it give you the nuance of an ongoing action?
