    1-He had met George when he went to France.
    2-He had met George when he had gone to France.


    In which case:
    a-He had already met George before going to France
    and in which:
    b-He had met George in France

    #2 is not a natural sentence. #1 is slightly ambiguous, but I would understand it as "He met George in France.
