Does this "apparent" mean "obvious" or "seeming"?

64)..But the "French Paradox" doesn't support this idea. The French eat and drink more than any other nation. They are also heavy smokers who experience more problems with their livers, kidneys, and stomachs than people from the US and the UK. But despite this, they have one-third fewer deaths from heart disease, especially in Southern France. So what is the reason for this apparent paradox?

"seeming"
It seems/appears to be a paradox but perhaps it has a logical explanation.
