The above means "Abuse should always be illegal, regardless of whether it is physical abuse or verbal abuse".
Note that I corrected your "it's" to "its". The apostrophe in your post was incorrect. "It's" is the contraction of "it is" but you needed the possessive "its".
Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.
