    Suppose today is April 8 2013. On April 1, 2013, the population of some place called "Funtown" was conclusively determined to be 10,000. Suppose the population on April 8, 2013 is not precisely known, but I still want to talk about the population today (April 8). Then today (April 8), I should say:

    "As of April 1, 2013, the population of Funtown is/was 10,000."

    Should the present or past tense be used?
