    mission-hall

Really, rather an interesting man, you know, and up to the eyes in all sorts of movements. Just the sort of person to turn loose at a drawing-room meeting, or to send down to a mission-hall in some unheard-of neighbourhood.

What does "send down to" mean? does it mean he goes to the mission-hall himself?
    And what is "mission-hall"?

    Thank you in advance.

    Re: mission-hall

It probably refers to a church-run mission in a rough neighborhood. These were places where Christians ministered to the needs of the needy, mainly by providing meals and such.
