    passive ?

    "She is one of the most politcally powerful characters. This, combined with her cunning personality allows her to manipulate the political"
    The word " combined" is it referred as passive ? If so what is the object?

    No, "combined" there is a past participle, It introduces a participial phrase that acts as an adjective.
