    That's what.

What does 'that's what' mean in the following sentence please? Does it mean 'That's what I want to say'? And what else can the phrase mean in other context?

    You've created a major Frankenstein that's what.

    You've created a major Frankenstein - that's what.
There should be some punctuation. I've chosen a dash. Anyway, it means "That's what you've done" or whatever reply the preceding accusation demands.

A: What have I done wrong?
    B: You've created a major Frankenstein - that's what
    .

(I'm not sure what a major Frankenstein would be).

Probably above Captain Frankenstein but lesser than Colonel Frankenstein.
I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.
