Are the both grammatical and same in meaning?.
They mean the same thing but the second is much more common in modern English. I might expect to see your first in a novel from a couple of centuries ago. If it said "I have no more than $10" then it would be relatively common and natural.
Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.
