It could mean several things. Could you please give us some more context.

The "Dillingham" had been flung to the breeze during a former period of prosperity when its possessor was being paid $30 per week
also I would like to know what is meant by "grey cat walking a grey fence"

That is insufficient context. Unless you give us some more information, we cannot possibly help.

Please ask a separate question in a new thread. And give some CONTEXT.
