    Hi,

    "In the era ahead, they will be measured by how many other leaders they cultivate. "

    "Even U.S. diplomat recommended that Washington cultivate her."

    What does "cultivate' mean in these sentences?

    Here, "cultivate" means to establish a relationship based on friendship, goodwill, cooperation etc.

    It is a metaphor. To cultivate is literally to grow, to encourage and promote the growth of plants by paying attention to their needs and satisfying those needs. In the same way one can cultivate a relationship between people.
