    "In his statement before the inquiry committee, the complainant admitted having tampered the contents of his application to the police, which was not in the knowledge of the warden."

    Can we rephrase above sentence as below without changing the original meaning?

    In his statement before the inquiry committee, the complainant admitted that he/she has tampered the contents of his application to the police, which was not in the knowledge of the warden.

    In my experience, 'tamper' is always followed by 'with'.

    You can change 'the complainant admitted having tampered with the contents of his application to the police' to 'the complainant admitted that he/she tampered with/had tampered with the contents of his application to the police'.
