    It doesn't mean anything to me, other than its literal meaning of opening up a hole of some sort in the floor.

    Probably parliamentary procedure: I will now open the floor for debate.

    But who knows. Absent context it could be other things.
    I'm not a teacher, but I write for a living. Please don't ask me about 2nd conditionals, but I'm a safe bet for what reads well in (American) English.
