    Discrimination or discrepancy or discretion or dislocation

    There seems to be a ... between the number of people employed in the public and those employed in the private sector.

    1-Discrimination
    2-Discrepancy
    3-Discretion
    4-Dislocation

    I select Discrepancy. Is it correct?

    The oxford dictionary defines the word "discrepancy" thus:

    Difference between two things that should be the same. Does the sentence imply that?
    “When you see a brother sin, be a private educator, not a public tribunal.”

    A good dictionary search will help you with your question? While 'discrimination' can have a negative meaning, there are instances when it can be used positively. The following definitions may help:

    1. unfair treatment of a person, racial group, minority, etc; action based on prejudice
    2. subtle appreciation in matters of taste
    3. the ability to see fine distinctions and differences
