Would you please tell me what exactly this sentence means?
I never get to go anywhere.
Does it mean (I never go anywhere) or (my parents e.g don`t let me go anywhere)?

It is more likely to mean the latter, but it depends on context. The phrase means "I never 'have the opportunity' to go anywhere." It is often used by children when they mean that they are denied the opportunity, usually by parents. But it can also simply mean "I never get the time" or "I never have the money", etc.
