    I am writing a essay and I was wondering can I have a question as the title?

    Welcome to the forum.

    Unless your school/college/teacher/course insist on your essay title being a statement, I don't see why you shouldn't use a question.
    Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.
