Diff. between "it's worth investing in that business" and"whether the business is..."

Hello All,

I'm a English learner from HK
When I came across this sentence " They can then project the firm's future earnings before deciding whether it is worth investing in that business." in my accounting textbook, the question arose--- is there any difference between "whether it is worth investing in that business" and "whether the business is worth investing in"?
Please help me.

There is no real difference, in my opinion.
