The answer is the former. The question is in passive voice and so takes the past participle form of the verb. The past participle of "to pet" is "petted": viz. "I have petted the dog".

As a point of interest, in the dialect of English spoken in North-East England it is quite common to replace the past participle with the imperfect form. It is so common in fact that speakers of the dialect often do a rule projection onto verbs with an irregular imperfect, so "Does your dog like to be pet?" would not sound unnatural.
