Which sentence is correct?
1. Official length of programme: 3,5 years of full-time studies and 16 weeks of internship
2. Official length of programme: 3,5 years of full-time study and 16 weeks of internship

Neither is correct.

Official length of programme: 3.5 years of full-time study and 16 weeks of internship.

The above would be correct. You need a decimal point instead of a comma and a full stop at the end, although it's not a sentence without a finite verb.
