    Lightbulb Is to the effect?

    Hi,
    Is that an idiom? what does it mean?
    For instance:
    Trade gossip is to the effect that capacity of the UC machines is around 12 kg.

    "to the effect" is redundant. The sentence is fine without it.

    The phrase "to the effect that" is used to describe the general sense or meaning of what was said.
