"I wish it was a nicer day today." This means it is not a nice day today, right?

I use it but I'm probably in a minority and I wouldn't insist that a student use it..

I use it in the first person but rarely in the third.

I wish I were taller.
I wish I were richer.
I wish I were his sister.

I wish it was nicer.
I wish he was my brother.
