    Exclamation He is not all there!!!

    Hello everybody,
    Would you please tell me the meaning of this sentence?Does it mean he is crazy?Or it means his mind is somewhere else?
    (He is not all there)

    Generally that would be used to imply that someone is strange or perhaps has learning difficulties.

    He wouldn't necessarily be "crazy"; you might say it about someone who was absent-minded, or who reacted to events in a naive or eccentric fashion.

    "He's on another planet" is a similar expression.
