Welcome to the forum, sdeepthi. Please begin your sentences with a capital letter, use standard punctuation (. , not ............) and conventional spelling (please, not plzzzzzzz).

"Whether people is used as people's in what situation?" is not a sentence, and not a question. 5jj has done well to fashion a response to it, even though the outcome is likewise incomprehensible.

See above for how your post should have looked.
Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.

Re: Is it correct to use peoples as a plural for people sometimes?

One of many definitions of people is "a body of persons unified by a common character, culture or sentiment." (Webster's New Collegiate Dictionary) We can refer to the French people, the Spanish people, etc. So, to answer the question posed in your title, peoples can be used as a plural, as in "the peoples of Europe" or the "indigenous peoples of the Americas." Please note the difference between peoples (plural) in your title and people's (possessive) as written in the body of your post.

If you want to know if "peoples" can be a correct plural use of "people", yes it can. See the threads below first.
