    an apparent majority

What does "an apparent majority" mean in the following sentence?

An apparent majority of the public does not believe he is the right person for the post.

Which of the following interpretations applies?
    1. Without doubt, an overwelming majority of the public does not believe ....
    2. It seems that an majority of the public does not believe ....
    3. Any other interpretations

In that context, I would select #2. One won't know who has the majority until the election, but based on crowd size, etc, he/she seems to be behind.

    Re: an apparent majority

It could suggest that the speaker doesn't really agree with this view and wishes to imply that they may not be in the majority.
