    counter smth of his own

    I'm trying to understand what the president was about to do - to take it seriously? to feel hurt?
    "The President was, to say the least, puzzled and pissed, which is a volatile combination given the guy’s ego is 10 feet taller
    than he is. He was about to counter the neighbouring country's maneuver with war games and an embargo of his own. But it never happened.

    Click HERE and scroll down to "counter" as a verb. Can you see a definition which makes sense when talking about military manoeuvres? (Note how different the BrE spelling of "manoeuvre" is to the AmE spelling.)
    Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.

    " to do something in defense or in response to something"?
    manoeuvre vs maneuver: the British version is naturally closer to the French original.
