    What does 'to' mean here?

To South Americans, robins are birds that fly north every spring.

    (Not a Teacher)

Allow me to rephrase that sentence:
"South Americans think of robins as birds that fly north every spring."

This is in contrast to robins in North America, which fly south every winter.
