    expendable

Nelly is working for a big company. She is kidnapped. The kidnappers asked a huge ransom. Olivier is her boss and boyfriend. "Old man" is the company chair.
"Olivier knew the company wouldn’t pay a huge ransom. Not even the old man could convince his board to approve such a transaction. He was expendable. Nelly was even more so."
I do not understand who is expandable (Olivier or the old man) and what does expandable mean.
    Thank you for your help.

It refers to the old man.

    Note "expendable" is not "expandable."
