    slick black hair wavy and recently quaffed

    The President called a news-conference:
    "Sitting behind his desk in his best blue suit and red tie, his slick black hair wavy and recently quaffed, the President began by saying he had a major announcement."
    Is it possible for "slick hair" to be wave? Or all the more "quaffed"?
