    Union Home Minister Sushilkumar Shinde

"Union Home Minister Sushilkumar Shinde on Tuesday sent a strong message in Jammu, telling Pakistan that Jammu and Kashmir was an integral part of India and no third party intervention was acceptable."

How can I rephrase above two clause in one sentence without changing the meaning?

The clauses are already in one sentence.

As it is currently written, the sentence contains one main clause and two noun clauses. Removing the comma will not change that.

"Union Home Minister Sushilkumar Shinde sent a strong message to Pakistan on Tuesday that Jammu and Kashmir was an integral part of India and no third party intervention was acceptable."

    I still see three clauses.

    So do I:

"Union Home Minister Sushilkumar Shinde sent a strong message to Pakistan on Tuesday
that Jammu and Kashmir was an integral part of India and(that)no third party intervention was acceptable."

Indeed. If the OP can get this down to a single clause it will be one hell of a sentence.

Will below written rephrased sentence be accepted, keeping the same meaning?

"Union Home Minister Sushilkumar Shinde on Tuesday sent a strong message in Jammu by telling Pakistan that Jammu and Kashmir was an integral part of India and no third party intervention was acceptable."

I prefer the original or the version suggested by bhai. This version still has three clauses.
