    overlook

Chronic use of the military metaphor leads people repeatedly to overlook a different kind of organization that is more collaborative.

In this sentences what is the meaning of overlook? (hold in disrespect or ignore or rule out)

Is it possible to explain this sentences with a bit more basic form/ or less complicated.

    And

If I make this sentences I wouldn't use the....I would write "Chronic use of military metaphor"

    Why is there 'the'

These questions cannot be answered accurately without some context.

However, "overlook" in this sentence appears to mean "fail to notice".
I cannot explain the sentence without context.
Whether the article "the" is needed or not depends on there being a prior reference to a specific metaphor. That is not clear from this sentence.
