Hello,
I have a question about this phrase: "Supporters of the decision, including the immigration commissioner, said it would help the government regularize people and clarify the citizenship rules." (http://www.nytimes.com/2013/10/24/w...o-legal-limbo-by-court.html?pagewanted=1&_r=0)
I don't seem to get what "regularize people" means. Is it "equalize"? Or "make everyone go by the same rules"? Which one of these meanings?
Also, what's the difference between rules and regulations?
