    Commonwealth Heads of Government Meeting

    Commonwealth Heads of Government Meeting

    What does this mean? I understand "heads of government meeting" would mean heads of different government meet. Shouldn't it be heads of Commonwealth nation meeting?

    Heads of government are meeting. They are the heads from Commonwealth countries. So it is a Commonwealth heads of Gov't Meeting.
