    Ensure registration of every birth and death?

    'Ensure registration of every birth and death' is at the bottom of a Death Certificate (This certificate is from India)

    So what does it mean in this context?
    Does it mean "Please make sure to register any birth and death that occur"?
    Or can it be anything else?

    I agree with your interpretation. I would use "occurs" in your question.
