    "Despite all the damage they cause, wildfires are a natural part of forest ecosystems. What we need to do is try to relate it to what human society wants and is willing to pay for and how to deal with houses in the middle. That is an important issue."

    What is the subject for the underlined sentence? Is it "human society"?

    Could I understand this sentence as follows:

    relate it to what human society wants

    relate it to what human society is willing to pay for
