    Teacher, is this sentence OK?

    We attach an article "XXX" referred by Mr. Smith in his training manual.

    It's not natural. I don't know what you mean by "referred by Mr Smith". Can you explain it in another way?
    Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.

    I presume that Mr Smith quoted from [or, in some other way, referred to] "Article XXX" in his training manual. If so, then "We attach an article "XXX", referred to by Mr Smith in his training manual" would indeed be "OK".
    I'm not a teacher of English, but I have spoken it for (almost) all of my life....
