"The Permanent Forum on Indigenous Issues recommends to the Economic and
Social Council the adoption of the following draft decisions." I have taken this sentence from an official paper of UN.
As I have learned the use of "recommend" in a sentence, If I wrote this sentence I would write as this "The Permanent Forum on Indigenous Issues recommends the adoption of the following draft decisions to the Economic and Social Council."
