Do you think "it was" is omitted between "as" and "delivered"? or does "as" mean "in the same way that"?
12)An environmental activist Josh Berry was on a sailing trip from California to Hawaii in 2006 when, on the fourteenth day, he encountered the sea of plastic [SUP])[/SUP]that has come to be known as the "Great Pacific Garbage Patch". The following is his description of the trip, as delivered in an address at the U.N. World Oceans Day conference in 2009.

I don't know why Korean grammarians call this "as" "simliar relative pronoun". What they say is that "as" here functions as a relative pronoun refering to the antecedent " his description of the trip", not as "when". I don't know if this grammar is correct and where this "simliar relative pronound" comes from.

The following is his description of the trip, /as delivered ~. = The following is his description of the trip, /as his description of the trip /that was delivered ~.

The following is his description of the trip, as delivered in an address at the U.N. World Oceans

본래 문장에서 his description of the trip이 반복되어 생략하고, 선행사를 잃어버린 관계대명사 that과 be동사도 생략되면서 원래 전치사였던 as가 his description of the trip라는 선행사를 갖는 관계대명사처럼 보이는 것
