    communicate its strategy, credibly

It is much easier for a firm to communicate its strategy credibly to its different stakeholders (such as customers and shareholders) when it has a clear positioning.

Does the underlined part mean: to consult to its stakeholders, to ask their opinions to its strategy?
    and what about "credibly"?

    not a teacher

"to communicate the strategy credibly" = to convey/explain the strategy in a way that is believable/plausible
