    develop misunderstanding

    Hi.

Is it correct to say "develop misunderstanding"? Does it sound OK in the sentence below?
"Lying provides a medium which is capable of developing misunderstanding."

    Thanks.

Alone, the sentence doesn't work for me.

I want to say that lying creates an atmosphere in which misunderstanding is so likely to happen.

Surely that is obvious. Lying is meant to mislead.

So is there any verb to accompany misunderstanding to express that sense?
