Which tenses are more proper...
Eg. He hadn't prepared/ prepare any business plan, so the loan wasn't given/hasn't been given to him.

Why don't you try to create two sentences, one referring to a past-time situation, and one to a present-time situation?

So it means that both of them are possible but is dependes on the exact situation?

So these two sentences should be look like this...
1. He hadn't prepared any business plan, so the loan wasn't given to him.
2. He didn't prepare any business plan, so the loan hasn't been given to him.

Replace "any" with "a".

I would like to point out that "the loan wasn't given to him" sounds a little clunky. It would be much more natural as "He hadn't prepared a business plan so he didn't get the loan".

This one is all about past and if it happens now will be it correct?
"He hasn't prepared a business plan and hasn't got the loan".
Is the first part correct or the Past Simple will be more proper?(such as I've already written post #4)

It's about past (non-) happenings and present consequences. If you want to write about a loan that he is not preparing at the moment, then you will have to use different words.
"He hasn't prepared a business plan and hasn't got the loan".
Is the first part correct or will the Past Simple [STRIKE]will[/STRIKE] be more proper?(such as I've already written post #4)
Both present perfect and past simple are possible in that sentence.

In your excitement over this thread, you seem to have forgotten about spacing around punctuation:

- Do not put a space before a comma, full stop, question mark or exclamation mark.
- Always put a space after a comma, full stop, question mark or exclamation mark.
- Put a space before an opening bracket.
- Do not put a space after an opening bracket.
- Do not put a space before a closing bracket.
- Put a space after a closing bracket.

End every sentence with a single appropriate punctuation mark.
Write "OK" or "Okay" or "okay", but not "Ok".
