    The participants who crafted the treaty concluded that the moon and all other celestial bodies were to be free for exploration and use by all nations.

    ( What part of speech is "use" here? I can't get the structure!)

    It is a noun. It may help to read it as: "were to be be free for exploration and to be free for use by all nations".
