    Which sentence is correct/better?

    I read somewhere: How should the issues above be dealt with?
    What about this sentence:
    How should be the issues above dealt with?
    I felt the 2nd sentence smoother. But which is correct/better, and why?

    T​he original is correct. Your suggested revision is not.
    Remember - if you don't use correct capitalisation, punctuation and spacing, anything you write will be incorrect.

    You could say: "How should the above issues be dealt with?" That assumes, of course, that the issues have been articulated earlier in the paragraph.
